Summary

We are adopting a new airworthiness directive (AD) for the products listed above. This AD requires installing a support bracket and coupler on the left and right wing-to-fuselage transition, and metallic overbraid on the left and right leading edge wire assembly. This AD was prompted by fuel system reviews conducted by the manufacturer, as well as reports that the fuel quantity system was affected by lightning-induced transients. We are issuing this AD to prevent lightning-induced transients to the fuel quantity indication system, which could cause voltage levels to go beyond original design levels between fuel tank probes and structure, and become a potential ignition source at the fuel tank, which, in combination with flammable fuel vapors, could result in a fuel tank explosion and consequent loss of the airplane.

2010-21-13 McDonnell Douglas Corporation: Amendment 39-16473; Docket No. FAA-2010-0672; Directorate Identifier 2010-NM-047-AD. \n\nEffective Date \n\n\t(a) This AD is effective November 18, 2010. \n\nAffected ADs \n\n\t(b) None. \n\nApplicability \n\n\t(c) This AD applies to McDonnell Douglas Corporation Model DC- 10-10, DC-10-10F, DC-10-30, DC-10-30F (KDC-10), DC-10-40, and DC-10- 40F airplanes, certificated in any category, as identified in Boeing Service Bulletin DC10-28-262, Revision 1, dated June 9, 2010. \n\nSubject \n\n\t(d) Air Transport Association (ATA) of America Code 28: Fuel. \n\nUnsafe Condition \n\n\t(e) This AD results from fuel system reviews conducted by the manufacturer. The Federal Aviation Administration is issuing this AD to prevent lightning-induced transients to the fuel quantity indication system, which could cause voltage levels to go beyond original design levels between fuel tank probes and structure and become a potential ignition source at the fuel tank, which, in combination with flammable fuel vapors, could result in a fuel tank explosion and consequent loss of the airplane. \n\nCompliance \n\n\t(f) You are responsible for having the actions required by this AD performed within the compliance times specified, unless the actions have already been done. \n\nInstallation \n\n\t(g) Within 60 months after the effective date of this AD, install a support bracket and coupler on the left and right wing-to- fuselage transition, and metallic overbraid on the left and right leading edge wire assembly, in accordance with the Accomplishment Instructions of Boeing Service Bulletin DC10-28-262, Revision 1, dated June 9, 2010. \n\nInstallation According to Previous Issue of Service Bulletin \n\n\t(h) Installing a support bracket and coupler on the left and right wing-to-fuselage transition, and metallic overbraid on the left and right leading edge wire assembly, is also acceptable for compliance with the requirements of paragraph (g) of this AD if done before the effective date of this AD in accordance with the Accomplishment Instructions of Boeing Service Bulletin DC10-28-262, dated January 6, 2010. \n\nAlternative Methods of Compliance (AMOCs) \n\n\t(i)(1) The Manager, Los Angeles Aircraft Certification Office, FAA, has the authority to approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. Supplementary Information

Discussion \n\n\tWe issued a notice of proposed rulemaking (NPRM) to amend 14 CFR part 39 to include an airworthiness directive (AD) that would apply to the specified products. That NPRM was published in the Federal Register on July 7, 2010 (75 FR 38943). That NPRM proposed to require installing a support bracket and coupler on the left and right wing-to-fuselage transition, and metallic overbraid on the left and right leading edge wire assembly. \n\nComments \n\n\tWe gave the public the opportunity to participate in developing this AD. We received no comments on the NPRM or on the determination of the cost to the public. \n\nConclusion \n\n\tWe reviewed the relevant data and determined that air safety and the public interest require adopting the AD as proposed except for minor editorial changes. We have determined that these minor changes: \n\tAre consistent with the intent that was proposed in the NPRM for correcting the unsafe condition; and \n\tDo not addany additional burden upon the public than was already proposed in the NPRM. \n\nCosts of Compliance \n\n\tWe estimate that this AD affects 61 airplanes of U.S. registry. \n\tWe estimate the following costs to comply with this AD: \n\n\tEstimated Costs \n\n\nAction\nLabor cost\nParts cost\nCost per product\nCost on U.S. operators\nInstallation\n28 work-hours X $85 per hour = $2,380\n$999\n$3,379\n$206,119\n\nAuthority for This Rulemaking \n\n\tTitle 49 of the United States Code specifies the FAA's authority to issue rules on aviation safety. Subtitle I, section 106, describes the authority of the FAA Administrator. Subtitle VII: Aviation Programs, describes in more detail the scope of the Agency's authority. \n\tWe are issuing this rulemaking under the authority described in Subtitle VII, Part A, Subpart III, Section 44701: "General requirements.''
