Adoption of the Amendment \n\n\n\tAccordingly, under the authority delegated to me by the Administrator, the FAA amends 14 CFR part 39 as follows: \n\nPART 39--AIRWORTHINESS DIRECTIVES \n\n0 1. The authority citation for part 39 continues to read as follows: \n\n\n\tAuthority: 49 U.S.C. 106(g), 40113, 44701. \n\n\n\nSec. 39.13 (Amended) \n\n0 2. The FAA amends Sec. 39.13 by removing Airworthiness Directive (AD) 2017-07-05, Amendment 39-18843 (82 FR 16101, April 3, 2017), and adding the following new AD: \n\n2019-03-10 Airbus SAS: Amendment 39-19562; Docket No. FAA-2018-0907; Product Identifier 2018-NM-118 AD. \n\n(a) Effective Date \n\n\n\tThis AD is effective March 29, 2019. \n\n(b) Affected ADs \n\n\n\tThis AD replaces AD 2017-07-05, Amendment 39-18843 (82 FR 16101, April 3, 2017) (''AD 2017-07-05''). \n\n(c) Applicability \n\n\n\tThis AD applies to Airbus SAS airplanes, certificated in any category, all manufacturer serial numbers, identified in paragraphs (c)(1) through (c)(5) of this AD. \n\t(1) Model A300 B2-1A, B2-1C, B2K-3C, B2-203, B4-2C, B4-103, and B4-203 airplanes. \n\t(2) Model A300 B4-601, B4-603, B4-620, and B4-622 airplanes. \n\t(3) Model A300 B4-605R and B4-622R airplanes. \n\t(4) Model A300 F4-605R and F4-622R airplanes. \n\t(5) Model A300 C4-605R Variant F airplanes. \n\n(d) Subject \n\n\n\tAir Transport Association (ATA) of America Code 32, Landing Gear. \n\n(e) Reason \n\n\n\tThis AD was prompted by reports of cracks in main landing gear (MLG) leg components. We are issuing this AD to address cracking of certain components in the MLG leg, which could result in an MLG collapse, and consequent damage to the airplane and injury to the airplane occupants. \n\n(f) Compliance \n\n\n\tComply with this AD within the compliance times specified, unless already done. \n\n(g) Definition \n\n\n\tFor the purpose of this AD an affected part is an MLG hinge arm/ barrel pin having part number (P/N) C66441-(X) and P/N C65543-(X), where the X is representing a variable number. \n\n(h) Repetitive Inspections \n\n\n\tAt the applicable compliance time specified in figure 1 to paragraph (h) of this AD, and thereafter at intervals not to exceed 100 flight cycles, accomplish a detailed visual inspection of the internal diameter of each affected MLG hinge arm/barrel pin for cracking, in accordance with the instructions of Airbus Alert Operators Transmission (AOT) A32W008-16, Rev 01, dated July 30, 2018 (''AOT A32W008-16, Rev 01''). (GRAPHIC) (TIFF OMITTED) TR22FE19.016 \n\n(i) Corrective Action \n\n\n\tIf any crack is found during any inspection required by paragraph (h) of this AD: Before further flight, replace the MLG leg in accordance with the instructions of Airbus AOT A32W008-16, Rev 01. Replacement of an MLG leg does not constitute terminating action for the repetitive inspections required by paragraph (h) of this AD. \n\n((Page 5598)) \n\n(j) Reporting \n\n\n\tAt the applicable time specified in paragraph (j)(1) or (j)(2) of this AD, report the inspectionresults required by paragraph (h) of this AD to Airbus SAS. This can be accomplished using the instructions of Airbus AOT A32W008-16, Rev 01. \n\t(1) If the inspection was done on or after the effective date of this AD: Submit the report within 30 days after each inspection required by paragraph (h) of this AD. \n\t(2) If the inspection was done before the effective date of this AD: Submit the report within 30 days after the effective date of this AD. \n\n(k) Credit for Previous Actions \n\n\n\tThis paragraph provides credit for the initial inspection required by paragraph (h) of this AD and corrective actions required by paragraph (i) of this AD, if those actions were performed before the effective date of this AD using the instructions of Airbus AOT A32W008-16, dated February 25, 2016. \n\n(l) Other FAA AD Provisions \n\n\n\t(1) Alternative Methods of Compliance (AMOCs): The Manager, International Section, Transport Standards Branch, FAA, has the authority to approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. In accordance with 14 CFR 39.19, send your request to your principal inspector or local Flight Standards District Office, as appropriate. If sending information directly to the International Section, send it to the attention of the person identified in paragraph (m)(2) of this AD. Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal inspector, the manager of the local flight standards district office/certificate holding district office. \n\t(2) Contacting the Manufacturer: As of the effective date of this AD, for any requirement in this AD to obtain corrective actions from a manufacturer, the action must be accomplished using a method approved by the Manager, International Section, Transport Standards Branch, FAA; or the European Aviation Safety Agency (EASA); or Airbus SAS's EASA Design Organization Approval (DOA). If approved by the DOA, the approval must include the DOA-authorized signature. \n\t(3) Reporting Requirements: A federal agency may not conduct or sponsor, and a person is not required to respond to, nor shall a person be subject to a penalty for failure to comply with a collection of information subject to the requirements of the Paperwork Reduction Act unless that collection of information displays a current valid OMB Control Number. The OMB Control Number for this information collection is 2120-0056. Public reporting for this collection of information is estimated to be approximately 1 hour per response, including the time for reviewing instructions, completing and reviewing the collection of information.
