Adoption of the Amendment \n\n\n\tAccordingly, under the authority delegated to me by the Administrator, the FAA amends 14 CFR part 39 as follows: \n\nPART 39--AIRWORTHINESS DIRECTIVES \n\n0 1. The authority citation for part 39 continues to read as follows: \n\n\n\n\n\tAuthority: 49 U.S.C. 106(g), 40113, 44701. \n\n\n\nSec. 39.13 (Amended) \n\n0 2. The FAA amends Sec. 39.13 by adding the following new airworthiness directive (AD): \n\n2014-04-09 The Boeing Company: Amendment 39-17768; Docket No. FAA- 2013-0701; Directorate Identifier 2013-NM-073-AD. \n\n(a) Effective Date \n\n\n\tThis AD is effective May 2, 2014. \n\n(b) Affected ADs \n\n\n\tNone. \n\n(c) Applicability \n\n\n\tThis AD applies to all The Boeing Company Model 727, 727C, 727- 100, 727-100C, 727-200, and 727-200F series airplanes, certificated in any category. \n\n(d) Subject \n\n\n\tAir Transport Association (ATA) of America Code 57, Wings. \n\n(e) Unsafe Condition \n\n\n\tThis AD will complete certain mandated programs intended to support the airplane reaching its limit of validity (LOV) of the engineering data that support the established structural maintenance program. We are issuing this AD to prevent cracks in the rib upper chord, which could result in the inability of the wing structure to support the limit load condition, and consequent loss of structural integrity of the wing. \n\n(f) Compliance \n\n\n\tComply with this AD within the compliance times specified, unless already done. \n\n(g) Post-Repair Inspection \n\n\n\tFor any small repair that has been done as specified in Boeing 727 Service Bulletin 57-112; or Part III of the Accomplishment Instructions of Boeing Service Bulletin 727-57-0112: Within 3,500 flight cycles after the small repair was installed or inspected as specified in Boeing Service Bulletin 727-57-0112, or within 18 months after the effective date of this AD, whichever occurs latest, do a high frequency eddy current inspection for cracking of the vertical flange of the rib chordfrom the inboard side, and do a detailed (close visual) inspection for cracking along the upper fillet radius of the rib chord, in accordance with Part III of the Accomplishment Instructions of Boeing Service Bulletin 727-57-0112, Revision 5, dated July 31, 1997. Repeat the inspections thereafter at intervals not to exceed 3,500 flight cycles until accomplishment of the repair or modification specified in paragraph (i) or (j) of this AD. \n\tNote 1 to paragraph (g) of this AD: Boeing 727 Service Bulletin 57-112 and Boeing Service Bulletin 727-57-0112 are both versions of the same document. The formatting of service bulletins was revised by Boeing following publication of Boeing 727 Service Bulletin 57- 112, Revision 1, dated April 23, 1976. Boeing Service Bulletin 727- 57-0112, Revision 2, dated May 19, 1988, was published using Boeing's revised formatting. \n\n(h) Inspection Definition \n\n\n\tFor the purposes of this AD, a detailed inspection is an intensive examination of a specific item, installation, or assembly to detect damage, failure, or irregularity. Available lighting is normally supplemented with a direct source of good lighting at an \n\n((Page 17408)) \n\nintensity deemed appropriate. Inspection aids such as mirror, magnifying lenses, etc., may be necessary. Surface cleaning and elaborate procedures may be required. \n\n(i) Corrective Action for Cracks \n\n\n\tIf any crack is found during any inspection required by paragraph (g) of this AD, before further flight, do either action specified in paragraph (i)(1) or (i)(2) of this AD. Accomplishment of either action terminates the requirements of paragraph (g) of this AD. \n\t(1) Do a large repair, in accordance with Part IV of the Accomplishment Instructions of Boeing Service Bulletin 727-57-0112, Revision 5, dated July 31, 1997. \n\t(2) Do a preventive modification, in accordance with Part V of the Accomplishment Instructions of Boeing Service Bulletin 727-57- 0112, Revision 5, dated July 31, 1997. \n\n(j) Optional Terminating Action \n\n\n\tAccomplishment of the actions specified in either paragraph (j)(1) or (j)(2) of this AD terminates the requirements of paragraphs (g) and (i) of this AD. \n\t(1) A large repair, in accordance with Part IV of the Accomplishment Instructions of Boeing Service Bulletin 727-57-0112, Revision 5, dated July 31, 1997. Any crack found must be repaired before further flight using a method approved in accordance with the procedures specified in paragraph (l) of this AD. \n\t(2) A preventive modification, in accordance with Part V of the Accomplishment Instructions of Boeing Service Bulletin 727-57-0112, Revision 5, dated July 31, 1997. Any crack found must be repaired before further flight using a method approved in accordance with the procedures specified in paragraph (l) of this AD. \n\n(k) Credit for Previous Actions \n\n\n\tThis paragraph provides credit for the inspections, large repair, and modification specified in this AD, if those actions were performed before the effective date of this AD using Boeing Service Bulletin 727-57-0112, Revision 4, dated October 29, 1992. \n\n(l) Alternative Methods of Compliance (AMOCs) \n\n\n\t(1) The Manager, Los Angeles Aircraft Certification Office (ACO), FAA, has the authority to approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. In accordance with 14 CFR 39.19, send your request to your principal inspector or local Flight Standards District Office, as appropriate. If sending information directly to the manager of the ACO, send it to the attention of the person identified in paragraph (m) of this AD. Information may be emailed to: 9-ANM-Seattle-ACO-AMOC-Requests@faa.gov. \n\t(2) Before using any approved AMOC, notify your appropriate principal inspector, or lacking a principal inspector, the manager of the local flight standards district office/certificate holding district office. \n\t(3) An AMOC that provides an acceptable level of safety may be used for any repair required by this AD if it is approved by the Boeing Commercial Airplanes Organization Designation Authorization (ODA) that has been authorized by the Manager, Los Angeles ACO, to make those findings.
