Adoption of the Amendment \n\n\n\tAccordingly, under the authority delegated to me by the Administrator, the FAA amends 14 CFR part 39 as follows: \n\nPART 39--AIRWORTHINESS DIRECTIVES \n\n0 1. The authority citation for part 39 continues to read as follows: \n\n\n\tAuthority: 49 U.S.C. 106(g), 40113, 44701. \n\n\n\nSec. 39.13 (Amended) \n\n0 2. The FAA amends Sec. 39.13 by adding the following new airworthiness directive (AD): \n\n2011-16-06 The Boeing Company: Amendment 39-16764; Docket No. FAA- 2011-0041; Directorate Identifier 2010-NM-227-AD. \n\nEffective Date \n\n\n\t(a) This AD is effective September 9, 2011. \n\nAffected ADs \n\n\n\t(b) None. \n\nApplicability \n\n\n\t(c) This AD applies to The Boeing Company Model 747-400 and - 400F series airplanes, certificated in any category, as identified in Boeing Alert Service Bulletin 747-25A3588, Revision 1, dated April 7, 2011. \n\nSubject \n\n\n\t(d) Joint Aircraft System Component (JASC)/Air Transport Association (ATA) of America Code25: Equipment/Furnishings. \n\nUnsafe Condition \n\n\n\t(e) This AD was prompted by a report of a loss of bus control unit number 1 and generator control units numbers 1 and 2 while the airplane was on the ground, and multiple operator reports of cracked main equipment center (MEC) drip shields. We are issuing this AD to prevent water penetration into the MEC, which could result in the loss of flight critical systems. \n\nCompliance \n\n\n\t(f) Comply with this AD within the compliance times specified, unless already done. \n\nInspection \n\n\n\t(g) Within 24 months after the effective date of this AD, do the actions specified in paragraph (g)(1) or (g)(2) of this AD, as applicable, in accordance with the Accomplishment Instructions of Boeing Alert Service Bulletin 747-25A3588, Revision 1, dated April 7, 2011. \n\t(1) For Group 1 and Group 3 airplanes, as identified in Boeing Alert Service Bulletin 747-25A3588, Revision 1, dated April 7, 2011: Do a general visual inspection of the MEC drip shield to detect cracking and holes, do all applicable repairs, and install the MEC drip shield panel stiffeners and the fiberglass reinforcing overcoat to the MEC drip shield, in accordance with the Accomplishment Instructions of Boeing Alert Service Bulletin 747-25A3588, Revision 1, dated April 7, 2011. Do all applicable repairs before further flight. \n\t(2) For Group 2 airplanes, as identified in Boeing Alert Service Bulletin 747-25A3588, Revision 1, dated April 7, 2011: Do a general visual inspection of the MEC drip shield to detect cracking and holes, do all applicable repairs, and install the fiberglass reinforcing overcoat to the MEC drip shield, in accordance with the Accomplishment Instructions of Boeing Alert Service Bulletin 747- 25A3588, Revision 1, dated April 7, 2011. Do all applicable repairs before further flight. \n\n((Page 47430)) \n\nCredit for Actions Accomplished in Accordance With Previous Service Information \n\n\n\t(h) Accomplishing the actions required in paragraph (g) of this AD before the effective date of this AD in accordance with Boeing Alert Service Bulletin 747-25A3588, dated July 19, 2010, is considered acceptable for compliance with the corresponding actions specified in this AD. \n\nAlternative Methods of Compliance (AMOCs) \n\n\n\t(i)(1) The Manager, Seattle Aircraft Certification Office (ACO), FAA, has the authority to approve AMOCs for this AD, if requested using the procedures found in 14 CFR 39.19. In accordance with 14 CFR 39.19, send your request to your principal inspector or local Flight Standards District Office, as appropriate. If sending information directly to the manager of the ACO, send it to the attention of the person identified in the Related Information section of this AD.
